PREAMBLE TO THE DESCRIPTION: COMPLETE The following specification/describes the invention. and ORGN 21 JUN 2005 Granted FIELD OF THE INVENTION The invention relates to a Multifunction Valve with unique 80% Fill Limiter System and Excess Flow Check Valve System. The invention relates to a multifunction valve assembly for permanently fixed liquefied petroleum gas (LPG) containers for automotive use and for vapour withdrawal as well. BACKGROUND OF THE INVENTION Recently Government of India has allowed using liquefied petroleum gas (LPG) higher octane value called Auto LPG as a bi-fuel. It is mandatory to have fixed Auto LPG container in the vehicle as per IS: 14899-2000. Also, the Auto LPG container must be fitted with the Multifunction Valve designed as per IS: 15100-2001 or equivalent standard. Compared to petrol, the exhaust emission of LPG-driven vehicles has 75 per cent less carbon monoxide, 85 per cent less of hydrocarbons, and 40 per cent less nitrous oxide and causes 87 per cent less ozone depletion, according to IOC. The multifunction valve according to the invention is suitable for vapour withdrawal. Likewise, compared to diesel, L.P.G. (liquid petroleum gas) emissions contain 90 per cent less of particulate contamination, hydrocarbons and carbon monoxide and 50 per cent less of nitrous oxide. L.P.G. (liquid petroleum gas) is also stated to be 84 per cent more fuel-efficient compared to petrol. The department has also permitted import of multi-function valves manufactured by Lovato Spa, Tomasetto S.r.L, Emer S.r.L, and MTM S.r.l., all of Italy. The Central Motor Vehicles Rules says that the type approval of L.P.G. (liquid petroleum gas) kits for retro fitment will be valid for three years. The retro fitment will also have to be carried out by workshops authorised by the kit manufacturers or vehicle manufacturers. This has been done to ensure safety and fix responsibility in the case of an accident. PRIOR ART Conventionally, auto L.P.G. (liquid petroleum gas) kit for use in automobiles usually includes a multi-valve assembly for use with auto LPG container. Such a multi-valve assembly comprises a mounting flange arranged to be detachably secured in a sealed manner to the auto LPG container. An auto L.P.G. (liquid petroleum gas) container is fitted in the vehicle compartment. The primary function of a Multifunction Valve is to keep the auto L.P.G. (liquid petroleum gas) container safe & in turn to keep the vehicle compartment safe. References: AU6361580 ITBS20000072 US 2002/0189677 Al In prior art, a multi valve assembly for auto LPG container comprises of a mounting flange secured in a sealed manner to the auto LPG container with this flange having plurality of bosses, which define or support at least a gas outlet, a filling aperture, a bleed valve and a safety valve, so that all components and valves are carried by the mounting flange. The mounting flange assembly also carries level gauge mechanism. The mounting flange is preferably brass with annular groove formed on its underside in which elastomeric washer / O-ring is located to seal the assembly in or against the associated auto LPG container aperture. The flange is provided with plurality of apertures on its periphery to accommodate fastening means to facilitate assembly of the mounting flange to the aperture of the associated auto LPG container. Also provided is a float mechanism for the level gauge and downwardly extending conduit to allow passage of fuel both in and out of auto LPG container. Such multi valve assemblies are constructed so that all valve and safety components associated with the gas cylinder are formed integrally on one mounting flange. In another prior art, a typical Multifunction Valve comprises of the following components: 1. 80 % Fill Limiter. 2. Non- return Valve (NRV) in Multifunction Valve. 3. Non- return Valve (NRV) in Filler Connector. 4. Excess Flow Check Valve. 5. Fusible Plug. 6. Pressure Relief Valve (PRV). 7. Remotely controlled Service Valve (Solenoid Valve). 8. Manual Valve. 9. Content Gauge / Level Indicator. It is pertinent to note here that, as on today, there are only imported Multifunction Valves present in the Indian Market which are not free from defects. It is therefore an object of the present invention to provide an indigenous, improved and efficient Multifunction Valve, particularly for the Indian market. The Multifunction valve is housed in a seal box assembly, which is in turn fitted on the auto LPG container with Allen screws. A filler connector is fitted in a housing and its outlet is connected to the inlet of the multifunction valve by means of a copper tube assembly. The outlet of the multifunction valve is connected to the inlet of the regulator by means of a copper assembly. In most existing fuel systems, a metering valve (flow control valve) is used to control fuel to the engine. Likewise Controlled amount of gas is provided from the regulator to engine through flow control unit, low-pressure hose and mixer assembly. Figure 1, shows various designs, as in prior art, of 80 % Fill Limiter, Excess Flow Check Valve of existing imported Multifunction valves present in the Indian Market. DISADVANTAGES OF PRIOR ART: In prior art there is no positive sealing provided to prevent the excess flow of gas in the multifunction valve, which is dangerous. The differential pressure, which should be less than 1 Kg/cm2 cannot be achieved by present valve. There exists no effective mechanism to ensure not more than 80% of LPG gas filling. Further no effective mechanism to ensure flow of gas as per requirement. It is the object of the present invention to develop a Multifunction Valve with an improved and an efficient 80 % Fill Limiter System and an Excess Flow Check Valve System. It is the object of the present invention to remove all the deficiencies of the prior art but not limit by them. It is also the object of the present invention to operate the 80% fill limiter assembly and the level indicator using a single mechanism thereby reducing the error to zero. In a preferred embodiment an automatic 80% fill limiter assembly is provided to ensure proper and safe filling of auto LPG of not more or not even less than 80% capacity. In another preferred embodiment excess flow check valve is provided to ensure the desired flow of gas and prevent excess flow as well as identify excess flow. In yet another preferred embodiment a Fusible Plug is provided to ensure perfect and positive sealing to prevent the excess flow of LPG. The foregoing objects of the invention are accomplished and the problems and shortcomings associated with prior art techniques and approaches are overcome by the present invention described in the preferred embodiment. The present invention provides an improved multifunction valve assembly for auto LPG containers comprising multifunction valve body made of forged brass material, a non- return valve sub-assembly being fitted to the said multifunction valve body by means of plurality of spring pins, a pressure relief valve (PRV) sub-assembly being fitted to the said multifunction valve body by means of PRV retainer, a manual valve sub-assembly being fitted to the said multifunction valve body and made leak proof with the help of a washer, a solenoid valve being fitted to the said multifunction valve body and made leak proof with the help of an 'O' ring, characterized in that a 80% fill limiter sub¬assembly being fitted to said multifunction valve body by means of plurality of screws, said fill limiter sub-assembly comprises a sealing made of metal and soft material like rubber to ensure proper and safe filling of LPG to its 80% capacity and to maintain required flow of gas , a content gauge or a level indicator being fitted to the said multifunction valve body by means of plurality of screws, an excess flow check valve sub-assembly being fitted to the said multifunction valve body by tightening a connector ,wherein said fill limiter being linked with said level indicator by means of magnets provided in said fill limiter and in level indicator. DESCRIPTION OF THE INVENTION: The present invention will now be described with reference to the accompanying drawings, wherein: Figures 2, 2a, 2b and 2c show entire assembly drawing of Multifunction Valve assembly. Figure 3 shows detail drawing of 80% Fill Limiter Sub-assembly. Figure 4 shows assembly drawing of Excess Flow Check Valve Sub-assembly. Now, referring to figure 2, 2a, 2b, 2c wherein entire assembly drawing of Multifunction Valve assembly is shown. It comprises of a Multifunction valve body (1) made of forged brass material. A Non Return Valve sub-assembly is fitted to the said multifunction valve Body (1) by means of spring pins-2 Nos. (13). A Pressure Relief Valve (PRV) sub-assembly is fitted to the said multifunction valve body (1) by means of PRV Retainer (19). The PRV is set at a pressure of 22 Kg/Cm2. A Manual Valve Sub-assembly (2 Nos.- one Inlet and one Outlet) is fitted to the multifunction valve body (1) and is made leak proof with the help of a washer (4). A Solenoid Valve (44) is fitted to the said multifunction valve body (1) and is made leak proof with the help of a 'O' Ring (20). An 80% Fill Limiter Sub-assembly is fitted to said multifunction valve body (1) by means of two screws (37). An Excess Flow Check Valve Sub¬assembly is fitted to multifunction valve body (1) by tightening a Connector (28) (not shown here, but shown in fig.4). A copper tube (22) (not shown here, but shown in fig.4) is provided for auto LPG withdrawal in vapour form. During tightening of Connector (28) it is ensured that the Copper Tube (22) is parallel to the PRV sub-assembly. Content Gauge or Level Indicator (45) is fitted to multifunction valve body (1) by means of 2 screws (46). During fitment of Content Gauge (45) it is ensured that the wires of Content Gauge (45) are away from the Solenoid Valve (44). Now, referring to figure 3, wherein detail drawing of 80% Fill Limiter Sub¬assembly is shown. A Lock Pin (39) is press fitted in a Fill Limiter (41). Two magnets (42) are tight fitted in Fill Limiter (41) & are crimped in to the Fill Limiter (41). A Float (57) is inserted in a Float Rod (30). A washer is inserted in the Float Rod (30) ahead of Float (57). Float Rod (30) is crimped. The washer (38) is fitted on a Retainer (34), which is moulded in a bracket (55) by means of adhesive. Threading is provided in the lever (33). A Rod (35) is inserted through the center hole of the said Retainer (34) and tightened it with a Lever (33) by applying adhesive. The Float Rod Guide (32) along with screw (31) is inserted in the Bracket (55). Longer length of Float Rod (30) of Float Rod Sub-Assembly is inserted in the lever (33) through Bracket (55), Hole of Float Rod Guide (32) as shown in figure. Float rod (30) is tightened in Float Rod Guide (32) by means of screw (31). A spring (36) is inserted in the Retainer (34) through Rod (35). Fill Limiter (41) along with the Lock Pin (39) is fitted in Rod (35). Fill limiter (41) is tightened with the rod (35) by means of screw (31). Now, referring to figure 4, wherein assembly drawing of Excess Flow Check Valve Sub-assembly is shown. A Lock Nut (23) and a Ferrule (27) are inserted in a Pipe (22). The said Ferrule (27) is crimped on the said Pipe (22). A Filter (21) is fitted on the Pipe (22) by means of Locktite adhesive and spring (26) is placed in the Valve Body (1). The Connector (28) is fitted in Valve Body (1) and is sealed on Valve Body (1) by means of Copper / Aluminum Washer (24). The said Lock Nut (23) along with the Ferrule (27) is crimped on the Pipe (22) and is tightened in the Connector (28). Detailed descriptions of the preferred embodiment are provided herein; however, it is to be understood that the present invention may be embodied in various forms. Therefore, specific details disclosed herein are not to be interpreted as limiting, but rather as a basis for the claims and as a representative basis for teaching one skilled in the art to employ the present invention in virtually any appropriately detailed system, structure or matter. COMPARITIVE STUDY OVER PRIOR ART Working of the 80% Fill Limiter assembly in PRIOR ART: 1. During the LPG filling, as the Float assembly is lifted, the float rod guide also rotates. At a certain point the pin fitted in the Non Return Valve (NRV) gets engaged in the slot provided in the float rod guide. With this the NRV seals on the seat provided in the bracket and stops further filling of the LPG. 2. Additional Lever Rod assembly is provided to operate level indicator. Working of 80% fill Limiter assembly in the present invention: The float assembly, which is coupled to float rod guide, Lever and bracket assembly, is lifted during the LPG filling. It proportionally rotates the Fill limiter. The Pin/fitted in Fill Limiter also rotates on the surface of Retainer. The moment the level of 80% capacity is reached or at the moment of the LPG container getting filled upto 80% of its capacity, the Pin fitted in Fill limitog- gets engaged with the hole provided in the Retainer and Fill limiter moves in downward direction due to the pressure acting from top. The Fill limiter seals on the special soft washer fitted on Retainer. This prevents any further filling of LPG inside the container. Thus in the preferred embodiment of the present invention the automatic 80% Fill Limiter assembly ensures that the LPG is not filled more than 80% capacity of the container. b) Another preferred embodiment of the present invention is that there is no separate mechanism required for indicating level of auto LPG in the container. Fill Limiter itself is linked with Level Indicator by means of magnets provided in Fill Limiter & in Level Indicator. As the level in the auto LPG container increases, float assembly is lifted & inturn Fill Limiter is rotated. As the Fill limiter rotates, the needle in Level Indicator also rotates. The needle indicates the amount of LPG in the container. Additionally the rotation of the needle gives signal to the LED Level Indicator fitted on the dashboard, thus indicating the auto LPG level in the tank Advantages over prior art: The present invention employs single lever mechanism, which is not the case in any of the prior art mechanisms. Thus by using single mechanism both 80% Fill Limiter & Level Indicator are operated thereby reducing the error to zero. With the provision of soft seal, filling of LPG in the auto LPG container properly shut off once the 80% fill limiter operates. EXCESS FLOW CHECK VALVE SYSTEM The LPG flows through the Vapour tube or Pipe. In case the pipeline between outlet of Multifunction Valve and inlet of Regulator bursts, it creates differential pressure between upstream and downstream side of Excess Flow Check Valve. The Excess Flow Check Valve is designed to operate at a differential pressure upto 1 bar. Due to the differential pressure created, the Retainer moves in the direction of flow of auto LPG against the spring force. As the Retainer moves forward, the 'O' Ring fitted on Retainer seals on taper cone provided in the Multifunction valve body, thereby providing positive sealing. This positive sealing restricts the flow of auto LPG. A jet is provided at the center of Retainer, which ensures that minor flow of auto LPG continues through the Excess Flow Check Valve. When the outlet service valve or manual valve is closed, it builds up backpressure thereby causing the Retainer to retain its original position. With the use of soft seal ('O' Ring) there is positive sealing when Excess Flow Check Valve is operated. Advantages over prior art: Soft Seal Washer (O ring) fitted on Retainer makes the sealing perfect on reaching the level of 80% capacity. The present invention employs a rubber metal sealing which is a positive and perfect sealing whereas the sealing used in prior art is of metal to metal sealing, which cannot be perfectly leak proof. STATEMENT OF THE INVENTION: Therefore, according to the present invention, an improved multifunction valve assembly for liquefied petroleum gas containers comprises Multifunction valve body made of forged brass material, a Non Return Valve sub-assembly being fitted to the said multifunction valve Body by means of plurality of spring pins. A Pressure Relief Valve (PRV) sub-assembly being fitted to the said multifunction valve body by means of PRV Retainer. A Manual Valve Sub-assembly being fitted to the said multifunction valve body and made leak proof with the help of a washer, a Solenoid Valve being fitted to the said multifunction valve body and made leak proof with the help of an 'O' Ring, characterized in that a 80% Fill Limiter Sub-assembly being fitted to said multifunction valve body by means of plurality of screws, to ensure proper and safe filling of LPG to its 80% capacity and to maintain required flow of gas, a Content Gauge or a Level Indicator being fitted to the said multifunction valve Body by means of plurality of screw, an Excess Flow Check Valve Sub-assembly being fitted to the said multifunction valve body by tightening a Connector. Said 80% fill limiter assembly comprises a Lock Pin being press fitted in a Fill Limiter, two magnets being tight fitted and crimped in said Fill Limiter, a Float being inserted in a Float Rod, a washer being inserted in the said Float Rod ahead of said Float, the washer being fitted on a Retainer by means of Locktite adhesive, a Rod being inserted in the said Retainer, moulded in a Bracket and tightened with a Lever by applying Locktite adhesive. A Float Rod Guide along with screw is inserted in said Bracket, longer length of Float Rod of Float Rod Sub-Assembly is inserted through said Bracket hole of said Float Rod Guide and said Lever till the top face of the said Float Rod is in-line with the top face of the said Bracket. Said Float Rod is tightened in said Float Rod Guide by means of screw, a spring is inserted in the said Retainer through said Rod. Said Fill Limiter along with the Lock Pin is fitted in said Rod thereby ensuring that the Liquid Petroleum Gas is not filled more than 80% capacity of the container. Said Excess Flow Check Valve Sub-assembly comprises a Lock Nut and a Ferrule being inserted in a Pipe the said Ferrule is crimped on the said Pipe, a Filter is fitted on the said Pipe by means of Locktite adhesive. An 'O' Ring is fitted on Retainer, said Retainer along with said 'O' Ring and spring is placed in the Valve Body. The Connector is fitted in the said Valve Body and is sealed on said Valve Body by means of Copper or Aluminum Washer, the said Lock Nut along with the said Ferrule are crimped on the said Pipe and are tightened in the said Connector so as to ensure that the desired flow of gas is maintained and excess flow is identified. In a said multifunction valve assembly, both 80% Fill Limiter & Level Indicator are operated by using single mechanism thereby reducing the error to zero. In a said multifunction valve assembly the single mechanism comprises said Fill Limiter being linked with said Level Indicator by means of magnets provided in the said Fill Limiter and in Level Indicator, a float assembly being lifted with the rise of LPG in container and rotates the said Fill Limiter thereby rotating the needle in said Level Indicator, the said needle indicates the amount of LPG in the container and further rotation of the said needle gives signal as to the level of the LPG to the said LED Level Indicator fitted on the dashboard. In a said multifunction valve assembly the said float assembly comprising float rod, float, washer, said float being inserted in float rod, the said washer being inserted after float and said float rod is then being crimped to ensure to said assembly being kept intact. In a said multifunction valve assembly the Soft Seal Washer in 80% fill limiter sub-assembly or O ring is a rubber to metal sealing that achieves positive and perfect sealing. In a excess flow check valve sub-assembly of said multifunction valve assembly the differential pressure is less than 1 Kg/cm2. In a excess flow check valve sub-assembly of said multifunction valve assembly, wherein the jet in the excess flow check valve maintains the minimum flow rate. In said multifunction valve assembly the minimum flow rate is less than 30 Litres/Hour. ADVANTAGES OF THE PRESENT INVENTION: 1) The 80% fill limiter and the level indicator are operated by using a single lever mechanism thereby reducing the error to zero. 2) The soft seal washer achieves positive and perfect sealing. 3) The jet in the excess flow check valve maintains the minimum flow rate, which is desired to be less than 30 Litres/Hour. 4) The differential pressure is kept at the desired level of less than 1 kg/cm2. WE CLAIM: 1. An improved multifunction valve assembly for auto LPG containers as claimed in Claim 1 wherein the said 80% fill limiter assembly (41) comprises a lock pin (39) being press fitted in a fill limiter (41), two magnets (42) being tight fitted and crimped in said fill limiter (41), a float (57) being inserted in a float rod (30), a washer (38) being fitted on a retainer (34) by means of adhesive, a rod (35) being inserted through the center hole of the said retainer (34), which is molded in a bracket (55), said rod (35) is tightened with a lever (33) and fixed by applying adhesive, a float rod guide (32) along with a screw (31) is inserted in said bracket (55), longer length of the float rod (30) of float rod sub-assembly is inserted through said bracket hole of said float road guide (32) and said lever till the top face of the said float rod is in line with the top face of the said bracket, said float rod is tightened in said float rod guide by means of screw, a spring (36) is inserted in the said retainer (34) through said rod (35), said fill limiter (41) along with the lock pin (39) are fitted in said rod and tightened by means of screw (31) thereby ensuring that the liquid petroleum gas is not filled more than 80% capacity of the container. 3. An improved multifunction valve assembly for auto LPG containers as claimed in Claim 1, wherein excess flow check valve sub-assembly comprises a lock nut (23) and a ferrule (27) being inserted in a pipe (22), the said ferrule (27) is crimped on the said pipe (22), a filter (21) is fitted on the said pipe (22) by means of adhesive, an 'O' ring (29) is fitted on retainer (25), said retainer along with said 'O' ring and spring (26) is placed in the valve body (1), the connector (28) is fitted in the said valve body (1) and is sealed on said valve body (1) by means of copper or aluminum washer (24), the said lock nut (23) along with the said ferrule (27) are crimped on the said pipe (22) and are tightened in the said connector (28) so as to ensure that the desired differential pressure and flow of gas is maintained; and excess flow is identified. 4. An improved multifunction valve assembly as claimed in Claim 2, wherein both 80% fill limiter (41) and level indicator (45) are operated by using single mechanism thereby reducing the error to zero. 5. An improved multifunction valve assembly as claimed in Claim 2 , wherein the said float assembly comprising float rod (30), float (57), washer (56), said float being inserted in float rod (30), the said washer (56) being inserted after float and said float rod (30) is then being crimped to ensure to said assembly being kept intact. 6. An improved multifunction valve assembly as claimed in Claim 1, wherein said float assembly being lifted with the rise of LPG in container and rotates the said fill limiter (41) thereby rotating the needle in said level indicator (45), the said needle indicates the amount of LPG in the container and further rotation of the said needle gives signal as to the level of the LPG to the said LED level indicator fitted on the dashboard. 7. An improved multifunction valve assembly as claimed in Claim 3 wherein the differential pressure is less than lkg/cm2. 8. An improved multifunction valve assembly as claimed in Claim 3, wherein the jet in the excess flow check valve maintains the minimum flow rate of less than 30 liters/hour. 9.
