LOCATION AWARE POLLUTION CONTROL METHOD AND SYSTEM FOR SHIPS

Abstract A location-aware control system is configured for monitoring and controls of overboard discharge of pollutants like oily mixtures and other noxious effluents from merchant and naval ships. The system automatically detects; (i) the presence of ship in special areas, SECA, PSSA etc. as specified by International Maritime Organisation (IMO), and (ii) the presence of ship in-port (within fifty nautical miles from the nearest shore), and sends appropriate control command to associated actuator (e.g. the overboard discharge valve) in accordance with the MARPOL resolutions adopted by IMO- The configured system, with appropriate change in selection of internal control algorithm, may be employed for monitoring and control of; discharge of oily mixtures/effluents from cargo area or slop tanks of oil tankers, and/or discharge of effluent from oil filtering system on all ships. The global positioning system (GPS) along with World Vector Shorelines (WVS) database is used to make the system location-aware.

Provisional Specifications
The Invention pertains to a novel approach towards complete automation of Oil Discharge Monitoring and Control System (ODMCS), which is primarily, used onboard the existing oil tankers and other types of vessels (ships)
Brief Nature of Invention:
The ODMCS regulates the discharge of oily ballast water from vessel into the sea so as to comply with marine pollution (MARPOL) regulations. Presently, these systems are only partially automatic and needs manual operation in following two conditions;
1. When the ship is entering into or leaving the special area (which is defined in MARPOL documentation).
2. When the distance of the ship is less than or equal to 50 nautical miles from the nearest land.
Practical Application of the Invention:
A novel software based system has been invented wherein the system automatically detects the above two conditions during the voyage in real-time and initiates necessary control commands so as to open/close the Overboard Discharge Valve (ODV) and/or Slop Tank Valve (STV) onboard the vessel. The system also generates alarms indicating the presence of any or both of the above two conditions. In addition, the system developed also generates all the alarms as that of existing semi-automatic ODMC systems.
Utility:
To Country: The developed system may be used as a low cost and effective computer based training (CBT) tool. This will help the education and training institutes in the country in producing good qualify manpower.
To Companies: By using this system onboard the ship, the officer responsible for the operations of the system can effectively use this system as a decision support system in the event of failure of the installed ODMCS. Also, as it produces all the critical alarms in a fully automatic manner, the companies may employ a person with lower experience for operation of ODMCS with the help of the developed system. Thus it reduces the cost of operation.
To Environment: The operators many times commit serious errors in operation of ODMCS. This may lead to huge monitory penalty to the concerned owner/ship management company and may also lead to imprisonment of responsible crew member(s) based on extent of MARPOL violation and law of the land (where MARPOL violation occurred). It has been found that the errors are normally caused because of various reasons like lack of operator understanding/training, work pressures, negligence etc. A completely automatic system will obviate manual operation there by leading to reduction of work (and related ^brk pressure), and increase in pollution prevention.

Figure 1 shows the schematic drawing of the developed system.
