The other end of the said delivery tube being connected to the aaid turbine disc (11) assembly, the said turbine diac assembly comprising a lower disc (22) and «n upper disc (24) acting aa a cover the said lower diac having upwarily Planting outer surface, with plurality of iauvred fina (23). An electrode plate (15) being fitted at the lower end of the said insulated tubular housing (21) just above tha said turbine diac assembly (11), the aaid electrode plate (15) being connected to a high voltage generator (14*) with the help of high tension coble (17), a reciprocating mechanism worked by motor (19) being provided at the upper and of the chamber far upward and downward movement of the said electrode plate (15) along with the said tubbl»r housing and the aaid turbine disc {11).
